How to Register with DOLE


According to Rule 1020 of the Occupational Safety and Health Standards (OSHS), the process for registering an enterprise with the Department of Labor and Employment (DOLE) is outlined as follows:

General Provisions (1021)

Employers, as defined in Rule 1002, must register their business with the Regional Labor Office (RLO) or an authorized representative within the jurisdiction. This helps create a databank of all covered establishments.

Registrable Unit (1022)

All establishments, regardless of their size or type of economic activity, must register with DOLE.

Period of Registration (1023)

  • Existing establishments must register within 60 days from the effectiveness of the standards.

  • New establishments must register 30 days before starting operations.

Registration Steps (1024)

To register your business with DOLE, follow these steps:

  1. Accomplish three copies of the DOLE-BWC-IP-3 form.

  2. Submit the following prerequisites along with the form:

    • Layout plan of the workplace (floor by floor) on a scale of 1:100 meters. This must show:

      • All physical features of the workplace (storage areas, aisles, exits, machinery, emergency devices, clinic, etc.)

    • SEC Certificate (for corporations) or DTI Registration (for sole proprietorships).

These steps ensure that your establishment is properly registered, meeting the safety standards outlined in the OSHS.
